No, just a level viewer. And I had to edit the result by hand to create the final maps that are on VGMaps.com

I noticed the same. Your decoder is fine. The game does the same.
When I make a memory dump while playing Dangerous Dave in DOSBox, I can see the extra byte in the dump.

The levels in Secret Agent are not in the executable, but in a separate file, so an exe-patcher isn't necessary.

Try Duke Nukem II, Prehistorik 2 and Titus the Fox / Les Aventures de Moktar. All three games use only 16 colors, with a different palette. You'll still need a VGA card though to play Duke Nukem II and Prehistorik 2, but Titus the Fox is playable on an EGA card (and on a CGA card with 4 colors).
